Mescom officials asked to pay senior citizen

Mangalore, Oct 28, 2014:  The Dakshina Kannada District Consumer Disputes Redressal Forum has asked two Mescom officials to pay damages of Rs. 3,000 and declared two bills – adding up to more than Rs. 26,000 – issued to a senior citizen as null and void. The officials have also been asked to pay Rs. 2,000 as cost of the litigation expenses.

Babu Gowda, a senior citizen from Renjalady village, Noojibalthila in Puttur taluk, had filed a case against Executive Engineer, Mescom, Puttur Division, and Assistant Executive Engineer of its Kadaba Sub-Division.

He said they had issued two letters in 2011 asking him to pay Rs. 12,976 and Rs. 13,624 for his residential connection within three months though the average bill used to be between Rs. 150 and Rs. 200 per month. He had no dues to be paid. Mescom threatened to recover the amount as land revenue (attaching property) if he failed to pay.

The senior citizen said he had applied for power connection under group electrification along with 30 others in 2001 but an electricity connection was not sanctioned.

He applied again in 2002, on which power line was sanctioned and meter number KL-4683 provided. The present demand notices were raised for meter number KL-5917 which was not sanctioned and not installed on the complainant’s premises.

The forum said though Mescom produced documents to show that it sanctioned power on the basis of first application for electricity to the complainant, it failed to show that they had installed the meter and connected it to the supply line.

Describing the demand notices as amounting to deficiency in service and unfair trade practice, the forum declared the bills null and void.
