Rajasthan, Jul 24, 2018 : A photograph of Akbar (Rakbar) Khan has raised a number of questions in the Rajasthan Police’s handling of the case where the 31-year-old was lynched by a mob who accused him of cow smuggling in Rajasthan’s Alwar district on 20 July.
In the photo, taken inside the police car, Khan is seen dressed in a yellow-brown shirt and a pair of black trousers; there are no visible signs of injury on his neck and face.
‘Khan Was Thrashed by Rajasthan Police’
According to several media reports, the Rajasthan police took almost three hours to reach the nearest hospital, 4 kilometres away from the spot. Reports suggest the police stopped for tea and refreshments while on their way to the hospital. NDTV police also arranged for a vehicle to ferry seized cows to the nearest cow shelter.
Naval Kishore Sharma, who works for Vishva Hindu Parishad (VHP)’s Gau Raksha cell in Ramgarh, told Deccan Herald, that Khan was beaten up by the police.

“I was in the car with the police when I took these pictures… He was beaten up, but as you can see, he was conscious throughout,” Sharma told The Print, adding, “Akbar’s condition was not so bad at all that he would die”.
NDTV quoted a woman named Maya as saying that she saw "a policeman beating the man inside the vehicle and abusing him." The man was still alive, she told the channel.
The post-mortem report on Tuesday, 24 July, revealed that Akbar died of shock and injuries from a "blunt weapon or object", NDTV reported. The autopsy report also mentioned that Akbar died due to broken ribs, a result of thrashing, The Print reported.
Dr Hasan Ali Khan, in-charge of the Community Health Centre, told The Print that there was a big difference between Khan’s condition in the photograph and his condition when he was brought to the hospital. “These pictures don’t look like that of someone who’s going to die,” he told the website.
The Rajasthan police, on 23 July, suspended an assistant sub-inspector and sent three other constables to police lines for the delay in rushing Khan to thehospital.
The action was taken after a video purportedly showing ASI Mohan Singh, who was posted at the Ramgarh police station, admitting to his "mistake", went viral, reported PTI. "Mere se galti hogai...kaise bhi maan lo..saja de do ya chhodh do...seedhi si baat hai (I made a mistake...punish me or pardon me...it is simple and straight)," the ASI purportedly said in the video.
