New Delhi, Aug 11, 2021: Rajya Sabha chairman Venkaiah Naidu got emotional while he condemned the ruckus that erupted in the Upper House on Tuesday. Naidu also expressed anguish over the behaviour of MPs in the House, saying, "The sanctity of the House has been breached when some members jumped at the table."

Expressing "deep anguish" over some opposition MPs climbing on the Table in the House on Tuesday, Venkaiah Naidu got emotional and said, "I was very sad and I’m deeply anguished....There is no act to convey my anguish as I have spent a sleepless night...I struggled to find our provocation..."

Ugly scenes were witnessed in the Rajya Sabha on Tuesday as Opposition MPs climbed on the officials’ table, waved black cloth and threw files when the House began a discussion on farmers’ protest against new reform laws.

Several MPs stood on the table where the parliamentary staff sits right below the Chair, while others crowded around it shouting anti-government slogans. Moreover, a few members squatted on the tables for over one-and-half hours during which proceedings were adjourned multiple times.

Even on Wednesday, when chairman M Venkaiah Naidu was making a remark on the conduct of some members in the House the day before, some Opposition leaders continued to raise slogans over various issues.Venkaiah Naidu broke down during his address and said, "...you can’t force any government to do this or do that...Yesterday, there was no problem with raising an issue and discussion was allowed.""There can be a difference of opinion..they could’ve discussed, protested and voted," Venkaiah Naidu said while referring to Tuesday’s ruckus.

Venkaiah Naidu said Parliament, the apex legislature of the country, is regarded as the "temple of democracy".

The Table area where officers and reporters of the House, the Secretary General and the Presiding Officer sit is considered as the holy sanctum sanctorum of the House, Venkaiah Naidu said.

Venkaiah Naidu said a certain degree of sacredness is attached to this place and that in temples, devotees are allowed only up to this sanctum sanctorum and not beyond.

"Entering this sanctum sanctorum of the House in itself is an act of sacrilege and it has become a routine over the years," Venkaiah Naidu said.

"I am distressed by the way this sacredness has been destroyed yesterday. While some members sat on the Table, some others climbed on the Table of the House, perhaps to be more visible with acts of sacrilege. I have no words to convey my anguish and to condemn such acts," Venkaiah Naidu said.

He further appealed to all the MPs to have "decency to listen to the Chair".

The Rajya Sabha was adjourned till noon following Venkaiah Naidu’s speech.
