City Police Commissioner lays down guidelines for New Year celebrations

Mangaluru, December 20, 2024: City Police Commissioner Anupam Agarwal has issued guidelines for New Year celebrations in Mangaluru City Police Commissionerate limits.

The Commissioner said all hotels, restaurants, clubs, resorts and other organizations have to secure prior approval from the City Police Commissioner’s office to organize New Year celebrations. The applications have to be submitted before 5 pm on December 23.

“All New Year programmes must end by 12 midnight and there is no scope to hold programmes after that time. No programme can be held without prior permission and doing so will result in legal action. The organisers have to mandatorily adhere to all rules and regulations of the authorities,” the Commissioner has said.

“The organisers have to secure written permission from the Excise Department with regard to liquor sale and distribution. Smoking and drinking in public places is strictly forbidden. Legal action will be initiated against anyone behaving indecently or disrupting peace in public places,” the Commissioner has said.

“Prior permission is required to use sound systems and loudspeakers. The sound level must be in adherence to Court orders. DJs are strictly banned, organisers of programmes have to make parking arrangements themselves,” the communique from the Police Commissioner said.

During celebrations, liquor must not be distributed to anyone below 18 years of age. Minors should not be allowed unless they are accompanied by parents. Obscene dance, gambling and such other activities are not allowed, he said adding there will be special task force to prevent harassment of women during functions.  Also there will be a task force comprising traffic police to keep an eye on those driving under the influence of alcohol.

Speeding, wheeling, drag racing etc are strictly banned and there will be special teams to prevent such activities. The Communique states that bursting crackers in a way that causes inconvenience to citizens in any way on the pretext of New Year celebrations, is also not allowed.
