VC clarifies on exam pattern of autonomous collegesMangalore, December 4:  Mangalore University Vice-Chancellor Prof T C Shivashankaramurthy said that the Governor who is also the Chancellor of Mangalore University has directed the university to consider the internal and external assessment made by the autonomous colleges functioning under Mangalore University in respect of students passing out during the academic year 2007-08 to 2009-10 only for awarding degree certificates to the students of autonomous colleges.


Addressing a press meet here on Friday, he said the Governor in his letter dated November 30, stated that those students who will be completing their courses during the year 2010-11 and onwards, the University will issue the degree certificates as per the Mangalore University regulations and scheme of examinations.


He said the University will send letter to all the autonomous colleges coming under the jurisdiction of the University on Saturday itself.


It may be recalled that two autonomous colleges namely St Aloysius and St Agnes college had adopted different pattern of internal and external assessment for their students thereby violating the University regulations.


The deviation of university regulation continued for three years and a meeting held under the chairmanship of Minister for Higher Education on August 12, 2010 urged both the colleges to convert the marks secured by the students of the colleges from the academic year 2007-08 to 2010-11 from 70:30 and 50:50 pattern to 80:20 pattern as per the university regulations.


However, when both the colleges approached the government stating that difficulties in implementing the decision, Governor H R Bharadwaj exercising the powers conferred under Section 9 of Karnataka State Universities Act 2000 directed Mangalore University to consider the internal assessment of the colleges to award the degree certificates on October 21.


However, now the order has been modified. As per the direction of the Governor, action is being taken to award degrees for those students who have completed their degrees during 2008-09 to 20090-10 (both UG and PG) in the forthcoming annual convocation, he added.

 

Varsity to verify tabulation process of 2008, 09 exams

In the backdrop of malpractice in LLB and BBM examination conducted by Mangalore University in October 2008, Mangalore University Syndicate has decided to verify the tabulation process of all the degree examination (BA, BSc, BBM, BCom and LLB) held during October 2008, May 2009 and November 2009, said Mangalore University Vice-Chancellor Prof T C Shivashankaramurthy.


He said 27 teachers have been deputed to verify both ‘A’ form and ledger. If any misappropriation is found in the marks written on ‘A’ form and ledger, then students will be asked to return the marks card as well as degree certificate and will be asked to appear before the Enquiry Commission.


The Enquiry Commission will decide on future course of action. Based on the Commission, Syndicate will decide the future course of action. “Once we find out the difference of marks, then the college will be asked to withdraw the marks card and degree cerificate. If the students fail to return the marks card, then the names of such students will be published,” he said.


With regard to the misappropriations in LLB examination conducted in October 2008, the university has withdrawn the marks card and after taking legal opinion, revised marks cards were issued based on the marks available on ‘A’ form. Of the 58 marks cards, about 52 marks cards have been issued.


To verify the misappropriation in BBM Examination conducted by Mangalore University in October 2008, the university had randomly checked marks of 200 students of 37 colleges in ‘A’ form and ledger. The Committee which was formed to look into the misapproripation in its report had said that there was difference of marks between 1 to 48 in ‘A’ form and ledger.


Accordingly, as per the decision of the Syndicate, an Advocate was appointed on August 5, to conduct probe. The report will be ready within two months, he added.


He said verification of ‘A’ form and ledger of all the examination may be completed by mid-January. All the answer sheets of the students who have appeared for the examination from October 2008 to November 2009 will be preserved in case of necessity in the future. Normally, asnwer sheets will be disposed after three years.
