Mangalore, May 17: Mangalore City Corporation’s (MCC) proposal to adopt the 3-package waste management system might not take off immediately because the MCC is still waiting for government approval for its revised tender document submitted a week back. The MCC is currently operating a 6-package waste disposal system, the contracts for which are to expire this July.
Commissioner of MCC K. N. Vijayaprakash said that the government has instructed the MCC to revise 14 points in the original tender document. However, no major changes will be done to the terms and conditions of the tender document. The commissioner also said that he hoped that the government will give a quick approval to the revised document so that the 3-package system can be introduced as scheduled from August. If this does not happen, the civic body will have to extend its contract with the existing six agencies or invite fresh bids under the 6-package system, he said.
A committee led by DC V. Ponnuraj revised the tender document as directed by the government. In mid-January this year, the corporation had invited bids for the 3-package solid waste management scheme, according to which the bidders had to submit their proposals by Feb 20. A few days after this, the government directed the civic body to revise its tender documents, owing to which the MCC has extended the bidding process intimating bidders that the last date for submission of bids will be announced later.
The 3-package solid waste management system will facilitate door-to-door collection of solid waste. Owing to the number of agencies involved, 100 percent door-to-door collection of solid waste could not be achieved under the present six-package system, said the commissioner. The 3-package system will facilitate segretation of solid waste at the source and door-to-door collection of it.
As per the 3-package system, the MCC’s 60 wards will be divided into the south and north zone. The former will have 29 wards; and the latter will have 31 wards. Two contractors will manage the solid waste in these wards by collecting waste from door to door, sweeping streets, clearing vegetation, cleaning road dividers and footpaths, and manage sanitation in public buildings and other places. The agencies will transport the solid waste to the MCC’s dump yard at Pachanady. The third contractor will operate and maintain of the dump yard at Pachanady.
