Mangalore, Dec 24: DC V Ponnuraj said that software to facilitate instant availability of income and caste certificates is now ready, owing to which citizens can get their certificates over the counter in just a few minutes. The DC said that this facility will be made available in Nemmadi Kendras of Bantwal Taluk by Jan 26.
This “Over the Counter” (OTC) software has been specially designed by the National Informatics Centre (NIC) for the purpose of making income and caste certificates available over the counter instantly. Such a system is being used in India for the first time, the DC said.
The software will be installed on computers at Nemmadi Kendras via a local area network (LAN). A database comprising the details of all DK residents will be fed into the LAN and the software will process this data in just a few minutes to produce the required certificates.
Currently, the applications are being processed manually. They are first sent to the Taluk Office and then to the Revenue Inspector and finally to the respective Village Accountant (VA) for verification, after which the applications are sent back via the same route. The entire process lasts 20 - 25 days. Now, thanks to this software, the details of every resident will be made available on LAN; and only a few minutes are required to process applications and get the certificate ready.
Mr. Ponnuraj said that creating the database was a laborious process. It had to be collected by visiting every home in the district. Since 95 percent of the district’s population has ration cards, the district officials visited the houses of every ration card holder and obtained details of caste, sub-caste, and income, said DC V Ponnuraj.
The data has now been digitized and trial runs of the system have been made. Mr. Ponnuraj said that the data has already been corrected once, and it has to be corrected once again. Certain bugs in the software have been fixed; and now, the software is ready to be used.
