Supply of treated sewage to industries, permission to lay pipeline

Mangaluru, Nov 04, 2016: Reports indicate the council of the MCC, Mangaluru City Corporation has accorded permission for MSEZL,  Mangalore Special Economic Zone Limited to lay 12.875 km-long pipeline to supply treated sewage water connecting STP, sewage treatment plant at Bajal and Kavoor to be supplied to the industries.

The MSEZL has been supplying sewage treated at Kavoor to industries for the past few years. The company has proposed to lay the pipeline via Alape-Padil Junction, Niddel, Kulashekara Church Compound, Kalpane, Shakthinagara, Yeyyadi, Mary Hill to reach Kavoor.

The STP at Kavoor has a capacity of 45.54 million litres a day. The STP at Bajal has the processing capacity of 20 million litres a day and started functioning from January 2015. As per the agreement, the maintenance of the STP is shared by the MSEZ and MCC on 70:30 basis.

The MSEZ wrote to the MCC on May 21, 2016, seeking permission to lay the pipeline to connect the STP at Bajal with the STP at Kavoor from where the treated water was being supplied to industries.

Though the proposal to permit the company to lay the pipelines came up in the council at a meeting in June, the council did not take any decision on it.  It was again tabled before a meeting on September 29, which was deferred. The permission was given with few conditions. The conditions are: The MSEZ should ensure that sewage does not bounce back from the wet wells, by using the desilting pumps. Additional capacity tanks should be constructed and two digesters should be rejuvenated to check the flow of sewage water in canals during the peak hours in Kavoor STP jurisdiction. A garden should be laid in the land available at Kavoor STP and compound wall should be constructed around the STP. Surveillance camera and security personnel should be appointed to the STPs and wet wells. The MSEZ should take up development works in and around wet wells and STPs under its Corporate social responsibility (CSR) fund following the request by the MCC. The dry sludge from the Kavoor STP should be given to interested farmers for free of cost.

As the pipeline will have to pass through the Southern Railway, Konkan Railway line and NH 13, the concerned authorities should mandatorily take prior permission from the railways, Public Works Department (PWD) and National Highways Authority of India (NHAI) before initiating the work on pipeline. The MSEZ should bear expenses for any loss of property during the laying of the pipeline.

The Council of the MCC approved to set up late Ullal Srinivas Mallya bust at Padil Junction and name the circle after Mallya. The proposal will be submitted to the state government for approval. It was Konkani Bhasa ani Samskrithi Prathishtana, Mangaluru, which had proposed to the MCC to install Ullal Srinivas Mallya bust at Padil Junction and name the circle after him.
